In my opinion past hip-hop nominees and inductees were musically more based in classic rock & roll. Pac was based musically off those guys so it was more just straight hip hop without that direct rock influence.

Run DMC, Public Enemy, Ice-T, NWA - all those groups have a direct link to rock and many songs with rock beats. Pac was rappin' over Jodeci and shit.

I hear what you saying, but I think you taking the Rock & Roll part a little to seriously. There's already rap acts in, and a lot of R&B acts also.
