Most people don't know or don't believe that writing is really just rewriting. Meaning you gotta get the pages done - even if they are wack - and then go back and rewrite. A lot of people are scared that what they will write is shitty that they don't actually get the words on the page. That's the fear.
As far as not fleshing shit out in the planning stage, that's a whole different thing.
But neither one of them sound like your issue. If you can't 'get the story right', that probably means what you have really isn't enough to support a tv show and should be done in another form, like a movie, etc. Sitcom's don't really have stories. They have premises. You'd be hard pressed to find a sitcom that has an actual STORY.
