This really is an impossible question to answer as it is so subjective. But in my opinion the best around at the moment are Doom, Talib Kweli and Masta Killa.

They all lack content that I care to hear way too often. Kanye and Jay just made a album about basically nothing. Em has made a career about basically nothing. Of course they all have exceptions but far too few to put them up there. The game is so messed up and has been for a while that anybody that thinks he or she is any good feels like they can beat most rappers. No way I am calling anybody the best in this climate.
