Dont think there is a best just cause theres too many but my choice would be ATLiens/Aquemini.

I used to kill Nuthin But A G Thing and Let Me Ride because of the beats. It was smooth music to ride to in the whip, but I can't say any of the lyrics made me press rewind like, "Yo did he just say that?!?!?!?"

the production on The Chronic overshadows the wack lyrics Dre was spitting. Dre could've made an instrumental version of The Chronic without rapping and it would still be a classic.
