The 90s is when cartoons started to fade and everything started to lean towards live action and mindless plots. The animation and style of Ren & Stimpy paved the way for the cooky and nasty cartoons that's out now.
Just look at the progression of cartoons over the different eras; they got worse and worse, until they all lost their meaning. Plus, the cartoons started to get real soft in the 90s. I think the reason why Batman the Animated Series was canceled was because someone deemed it too violent. All those cartoons in the 80s were way more violent than Batman, but they lasted until their series simply ended. Some government official put the clamps on the violence in cartoons so they won't "control" and "mind warp" the kids, so now we get what we current have...........garbage.
I watched all of these cartoons coming up as a youngsta. If I didn't name it, I missed out due to it not showing in my area, or I simply didn't watch it........

* South Park is the last cartoon I followed for the first couple seasons.
I guess a lot of 90s babies will have shit like Doug, Rugrats, Ed, Ed, and Eddie, Cat Dog, etc. on their list, but I grew up in the 80s, and we just had more mature type cartoons to enjoy. The 90s cartoons are kiddie and bafoonish as all hell.
One thing I wish though, I wish they had made a Itchy and Scratchy cartoon.......imagine that....
