Just a few criterias to be considered a legend
1. Atleast 3 classic albums
2. Widely known outside your genre
3. Quotable lines in pop culture
4. Influenced a new string of artist
5. Respected by your peers.
That's only a few.
Eminem was only on his second album, going on 3rd (2001) when he was in the legends discussion. Hence being on renegade and acknowledged by Nas on Ether.

But sometimes you don't have to live up to certain criterias. I consider Jada and Cam legends

Cole def aint no Legend
I'm a tough judge. He don't got enough work put in. People just like to be able to say they seen a legend so they can say they were there. Kinda like carlitos way where he always said "Who was you with, I was with made guys". Drake, Lupe, Kendrick, and Wayne are the only legends in that age group unless i'm forgetting anybody.

All you need to do is figure out the criteria that make biggie and Tupac legends. Say 5 seperate categories and then for a rapper to be considered a legend fit 5 of those.
I say big and Tupac because they are unanimous legends agreed by the vast majority of folks.
So I would create the categories as follows
Lyricism
Cultural impact(can they make fads or influence future generations of rappers?)
Replay abiliy (can I bump your oldest shit 10 years from now?)
Uniqueness( if they were to die would it truly effect the hip hop world? Did they create a different style of music within rap successfully)
And finally an average of 7 consistency ( no real garbage albums but most of the albums they put out ok or great)
There you have it. Now going by this criteria jcole has about 3 but is missing impact and uniqueness. Drake is also close but after the ghostwriting fiasco his uniqueness is removed. Fab and Jada are legends according to this list and so is 50 and the game. This criteria include many rappers but not too many to make it worthless. There are a lot of hip hop legends and a lot of just average nice career having niggas.
Also Kendrick is a legend too according to the same criteria although I do have a bit of trouble bumping some of his older stuff.
