They don't have anywhere to go and Negan has the answers to how to not only survive,but live the best way possible in this world,material wise.He got food,safety,hoes,weed,...shit what else a nigga need.Plus if you leave he'll hunt you down like a dog.

Hitler had an entire country backing him, with laws, and regulations, if someone decided to kill him, they would certainly die, and for those around him, life was still relatively good for them, so they had no reason to kill him, and sacrifice themselves doing so.

Compare that to Neagan burning off the faces of niggas in his main squad, fucking they hoes, and niggas being able to find refuge a couple miles away instead of being trapped in a whole country. Then you have to add on to the fact that life is pretty shitty, some dudes are probably only hanging on by a little.

Plus there are no laws, or police to do criminal investigations, huh, it wouldn't take much to make a quick bomb, or some poison to take care of him if someone really wanted to.

The reason he hasn't been killed is because of plot, luck, and because he hasn't been around long enough.

I'd rather be trapped by organized humans than random walking corpses that can kill me or turn me into one.

There is no escape from the the zombie apocalypse.There was better luck escaping nazi Germany.

It's not just for plot,because all over the world some gangster/warlord,terrorist rallies up soldiers everyday.

In the mafia if you fuck up the wrong way or snitch you die,or in a gang,or in a militia.

On some level Negan's exist everyday throughout time
