Rap outside of the US is only relevant because these are the places that will pay for you to come too.
Amsterdam is important in Hip Hop because every rapper wants to go there and smoke.
And London and tokyo pay good money for rappers to tour there.
This list is moreso about who shows the most love to hip hop and not who comes out of these places.
