My husband does it and I just DONT understand it lol

It's actually more efficient when you think about it.

Once you're finished with a roll of toilet paper, all you have to do is throw it away and put another one there.

However, if the roll is properly placed on whatever that contraption is called...........it takes more time to take it off and put it back on.

Basically, it's easier and quicker to just leave it on top like it is in the pic.
