Chino XL- He improved his flow greatly and lyrically can shit on your favorite MC, but because of 2pac feud never got props as an ill lyricist and always wrongly got lumped with Canibus when his content is no where close to Bis. I also felt cat shitted on him from both sides cause he Half PR and Half Black.

every rapper is rated by someone... just cuz you dont have mainstream attention dont mean your underrated, just unknown by the mass public

id argue that no artist is really underated, besides maybe like a niggas like big L, pun or eazy who dead yet still live in the shadows of Pac and Biggie

at any rate tho, overrating an artist is almost inevitable with success, but the opposite im not so sure about

Phonte, Median( Cold as hell), J Cole, SkyZoo(not to many iller), Terminolgy, Jean Grae and Tec 9ni( from St Louis), not too many people can touch this list of MC's... Period. If you wanna act a southern cat - pusher T and Malice come to mind. West coast use to Crooked I and eastwood but lokey 40 glocc and Spider Loc cold to me(probably just me tho lol)...Do anyone still consider Rass kass underated even if he a veteran. Bishop lamont for sho. He is cold. My man Strecth Money and Fat Mike from detroit where i reside...are ill as well.

Lil Wayne is probably the most underrated rapper right now.

Chino XL, Z-Ro, Trae, and Rass Kass are all highly underrated in my opinion. On his new album Z-Ro even raps about how being on Rap-A-Lot has held his career back. But I don't see how anyone could consider Lil Wayne underrated considerring he had the biggest selling rap album last year and every single he drops or appears on gets much play. And with Chino XL, I think it's also lack of promotion more so than his beef with Pac. It certainly didn't hurt Biggie, Nas, or Jay-Z.

There is no thing as a underrated rapper, if you had that special thing to make it; you will make it. Everyone started on the underground at some point, even the commercially successful rappers. As far as blaming promotion for everything, i think that's a cop out for artist not making it. You can promo all you want but if people on a large scale does not feel your music, you can't force it on them.
