Jay and Kanye's style are more of a perfect balance than Nas and Jay-z. Both make good commercial music (club and radio) tracks and balance each other out (Jay more technical and Kanye more personal).
Kayne is also a more well rounded artist than Jay-Z but he still can't rap(in a technical sense), Jay-Z and Nas on an album would encourage competition between the two
Making a SONG and making an ALBUM are two different things
and When two artists come together to make an album its a much different sound than the solo albums(Case in point: UGK they make incredible Albums but suck at solos), Watch The Throne proves that Jay and Kanye have little chemistry when it comes to making an album it was only successful because of the two big names on it(and peoples love for Niggas In Paris). I also believe Kayne's style is to unique to really do an album with anybody but himself though.
The tracks Nas and Jay have done with each other have all felt like they were just "Hey Jump on this" but they're still crazy, I think if the two had to sit down and plot out an album together we'd be seeing a completely different dynamic. There is no denying Nas' ability to plan out albums and Jay proved he can do the same with American Gangster(his best album in recent memory)
Even if the music on Nas and Jay-Z's album is mediocre at least they would impress us with some crazy bars and it would probably be just as successful, despite Nas' appeal apparently only being with "Rap Nerds" he sells a respectable amount of records.
I think they would actually come together and make an incredible album though
