Not true. They made a point in the 1st three seasons to note that u get infected through bites or scratches. Remember the Black prisoner that got scratched in the back? Rick and dem told dude he was as good as gone and then the Spanish dude (Tomas) bashed his head in.
It's also one of the reasons why Michonne fucked her two walkers up. Removed their lower jaws so they couldn't bite and removed their arms so they couldn't scratch.

There still has never been anyone who turned from a scratch ever on the show.Tomas didn't know if dude would turn,he was just hot headed.They don't really know,but it's never happened.
I dunno, Mayne. I've been binge watching past seasons while waiting for season 6 to start u and have continued to watch them. U would be surprised at how much shit gets factored in, retold or even overlooked when u factor everything from the past seasons to the current season.
U are right in that no one on the show has turned from a scratch.
I'll have to re-watch the last 2 episodes from season 1 where Jenner from the CDC explains how they know (thus far) how people changed/turned. Remember, they didn't even know that everyone was infected with whatever causes them to turn after death until Dr Jenner told Rick.
One thing was clear, though: It was stated that u get turned after getting bit and or scratched.
On another note, I've read the comics over the years, but not religiously. Anyone care to explain what happens when someone gets walker blood mixed in a cut or wound? They stopped just short of explaining on last night's Talking Dead episode.
I ask because Rick clearly cut his left hand on that blade and get walker blood mixed in it. He was visibly bothered by his hand afterwards.
Before, Robert Kirkman had gone on record saying that he wouldn't have TV Rick Grimes lose his hand. But, I've seen a pic on the net of a severed hand. I wonder if that's Rick's hand or not.
