Haiti is a sad story of colonialism, more colonialism (under harsher more economically threatening imperialists), and then dependency. Today it seems that Haiti's dependency has ended and gave way to a more personal an involved form of colonialism (this colonialism is much more like modern coloniamlism in Iraq and Afghanistan were occupation rather than representation is used as a means of opression). For Haiti, there seems to be no way out. Admitedly, Haiti stands to make small developmental gains as a result of neoliberal investment, but these will largley benifit the peasentry and bourgeoisie while leaving the proletariat in only slightly beter condition (however a much more vunerable and subserviant one). Perhaps the best course of action, for these reasons, is for Haiti to begin state-led investment then pursue neo-liberalism in order to attempt to industrialize into a workers state. (Although this course of action is admitedly thoughtout through the filter of Marxist economics)
