I'm from Canada and this isn't actually what happened.
Two separate people came forward claiming the jackpot (the old white guy in the picture and another guy who claimed this guy stole his ticket). It has been caught up in the courtroom with countering lawsuits against one another for the last two years. Even though they awarded this dude the jackpot, the other guy is still suing both him and the lottery corporation.
It is interesting to note that the guy being awarded the cheque in this photo also sued the lottery corporation to try and prevent them from showing his picture and putting his name out to the press but lost.
The whole situation is very strange... we may never know the true story of what actually happened here.
