I think Dadan was mentioned waaay back when Luffy first got either his 100mil or 300mil bounty, and we didn't see her until after the flashback.
There is some confusion about that actual meaning the the original text, but I think they two new admirals were drafted into the marines, I wonder if they were forced, or went ahead and joined willingly.

He's strong. But I'd put him as more resourceful than anything. Haven't seen everything he can do though.
