The strength between the shichibukai has always been suspect. Crocodile and Gekko can't fuck with Donflamingo either and Law is a shichibukai too. I won't count weak ass Buggy.

As far as Shichibukai go I think Mihawk and Donflamingo are the strongest. With that said I see your point. Luffy ain't ready to take on the 4 top dogs yet.
