The Tottenham star sent shockwaves through the club this morning with an explosive interview with The Sun.
In it, Rose blasts Spurs for not bringing in any new signings, hints at a move to Manchester United and suggests the players aren't paid what they're worth.
Liverpool completed a summer move for Hull's Andy Robertson but Saunders believed Rose was on their radar.
He said on talkSPORT: "I thought Liverpool were going to buy him.
"It's just not his place to say all this. As a player, you just play.
"When you're a player just play. If you've got something to say, knock on the manager's door.
"Sometimes you appreciate that as a manager when someone comes in and says 'look gaffer, we're defending too deep'. Sometimes you appreciate it.
"You don't go to the paper to say what you've got to say.
"When players all start piping up in different directions it causes chaos.
"Now Tottenham are getting negative press before they've kicked a ball."
Saunders even suggested the outburst could have been connected to Kyle Walker, who left Spurs to join Manchester City this summer.
He added: "100 per cent Kyle Walker has told Danny Rose what he's earning.
"He'll be thinking 'I'm the England left-back, you're on 200 grand a week, I'm on 60 grand.
"Then you tell the agent to tell the chairman: 'pay him what he's worth or he'll leave'."
Left back Danny Rose rocked the club in a newspaper interview on Thursday in which he insinuated he would be happy to leave, and questioned the club’s lack of spending on wages and new signings.
Rose, thought to have been fined two weeks’ wages and forced to apologise for the timing of his comments, signed a new £65,000-a-week deal last September and is unlikely to be angling for a new contract at the club.
Instead the defender would prefer a move, ideally to Manchester United where he knows he could at least double his wages and be at a club able to invest significantly in the squad to ensure they consistently stay in the hunt for trophies.
‘I know my worth and I will make sure I get what I am worth,’ Rose said.
‘I am reaching my peak and have probably only got one big contract left in me. Time is running out and I do want to win trophies. I don’t want to play football for 15 years and not have one trophy or one medal.
‘I’m not saying I want out but if something came to me that was concrete, I’d have no qualms about voicing my opinions to anyone at the club.’
Chelsea are also interested in Rose but if he leaves, a move to Old Trafford seems more likely in a transfer that could see Luke Shaw go in the opposite direction.
'In any walk of life, if you think you are worth a certain amount, why settle for less?' Rose told The Sun. 'I am not that person.
'I will make sure I get what I am worth. I know what I am worth. As with everyone else in my team, in my opinion, I am worth more than I am getting.'
