Most medals doesn't make you the best olympian, just makes you the most decorated.
There's only ONE event, therefore only one opportunity for a medal given out in a lot of sports. But in swimming/gymnastics etc... there's a shitload of different events.
Phelps is the best swimmer ever, but not necessarily best olympian JUST BECAUSE he has the most medals.
