Possible benefits of the "chip":
Kidnappings we be less if not eliminated.
Troops held by militants can easily be extracted.

Want to find out where your kids are... refer to the sentence above.
While people are fearful of the chip or a chip, ask yourself would the benefits out weight the cost (whether they are conspiracy theory based, religously based, or just plain paranoya)? I wouldn't mind having the ability to locate and kill the individual who kidnapped my daughter, wouldn't you?
