Well jay is saying that he is the master of the drought, as camels can go a long time without no water, the same way Jay Z can still move drugs in a drought period, also Jay is replying to his critics who call him a camel, and by calling himself a mammal and camel he is implying he is both human and animal.

Of course literally speaking the line doesn't make sense as camels are mammals as well, bujt you see thats whats essentially great about a rapper like Jay, he don't always need to make sense to make sense(cents get it), he truly is the God mc.
