I think it could be Cisco. He’s smart enough to build a suit that would give him super speed, we’ve already seen him vibe Barry into the speed force, maybe he’s able to link up with the speed force through vibing. He’s a part of the crew so that’s the “lived it already” part. Plus killing Iris would exact revenge for his brother being killed. Also, this last episode they really overdid how much Barry and Cisco are besties and this would be a serious betrayal to Barry.

Did you see at the end when Savitar stepped out the suit, he obviously appeared shorter than Barry.
