I think they are going with whole "I've been many men..." angle where he's been part of the rise and fall of empires, Genghis Khan and Rasputin and others, but he's always survived and bided his time until now when technology is catching up to the point where ruling the world through military might could be possible.

Sorta off topic, but I just realize that legend of Zelda series stole this idea for the later games where Link,Zelda, and Ganon are always gonna be reincarnated because of a curse that the original king of demons from the Skyward sword game placed so that all three will always be involve in an eternal conflict
