There's a problem with the way you're approaching it, as with what ODB did. It doesn't matter if it's "free" and technically it's not free. To you yes, but to hard workers NO.

See if you're in a situation where you aren't able to work, I can see this being a help. But this isn't for lazy freeloaders, this is for those who need it when they're in some hardships. Once you're able to get a job though, then you should.

But if "take advantage" means, to capitalize on an opportunity. I don't see a problem with this for example, applying for scholarships.

Typically the program is designed with specific qualifiers for a reason. If the program is starting to become inundated with those who exploit the system.. then the system needs to be reformed.

with that said. One thing I'm learning about excessive regulation is that, it doesn't really guide people to make the right ethical decision. Its more or less just a road block.
