Nah, his damage potential is too high for that. He's just a hard character to play. But if you're one of those guys that can execute complex combos, you'll pretty much always get yourself back into matches.
On a slightly related note. Shin Akuma is a mutha fucka in this game. This has to be the hardest version of Shin Akuma ever.

Kazumi saved his life at some point in the past. To repay here, he agreed to kill Heihachi and Kazuya if she couldn't do the job.
He finds Heihachi and starts a fight with him. He beats the shit out of Heihachi and leaves him for dead buried under a bunch of rubble. Heihachi being the tough old bastard that he is survives. He uses what happened to fake his death. Knowing that Akuma was going after Kazuya next and that Kazuya would have to go into his devil form to fight Akuma, Heihachi uses that fight to expose Kazuya as the devil.
