This was an attempt at a coup to hi-jack Death Row they missed Suge and killed Pac and to get back in good graces Reggie Wright had Biggie killed. And had Suge sent to prison. Why would Reggie conveniently tell his bodyguards not carry weapons in an open carry state and not be equipped to defend the hottest rapper in the game at the time and the CEO of the biggest label of that era. But as soon as the meeting Suge called to get answers after the fact, Reggie then inform the bodyguards not to mention the fact that he told them not to carry weapons the night before.
