Seems like it's being shut down for extended maintenance. Sucks, but if their servers are garbage, now is the right time to find out.

yea, it doesnt. but apparently it will in time for launch, or maybe even a late beta.

The actual Beta was called off. The found a problem and they are trying to fix it and will open the Beta when it's done. Some people in the US can still get on though because Capcom is using the US as a test bed to fix the problem.
