I honestly think "No Mercy" was cutting room floor material (unreleased music that was just around) that was pieced together as an "album". They didn't want to waste the actual album he intended to release knowing he wouldn't be able to promote it.

It was THAT incohesive and the only reasonable conclusion I could ever come up w/!

I think this happened w/ with Mase's Double Up (Puff knew he was leaving).
