Start by finding out what your home owners rules are if you live in a neighborhood with one. As for ordinance, i'm pretty sure there is no fucking ordinance about Christmas lights decoration. You still need to research it though.

If you find out there is no rules against it, tell your neighbor there are no rules against it. PUT UP A NO TRESPASSING SIGN ON YOUR LAWN, it will stop the neighbors and cops to come on your property without probably cause (police).

As for the cop that stopped you, he cannot stop you without reasonable suspicion. Next time he stops you ask him why are you being stopped (respectfully), and tell him you feel you're being singled out.

Police cannot just randomly stop you, they need reasonable suspicion (if they feel a crime is being committed) and they can't randomly stop you unless it's some type of routine/traffic stop where there is some type of order to it (every 5 cars or something like that).
