There's a political party dedicated to it...Former NY Yankee Bernie Williams wore #51 for that very reason...he wants Puerto Rico to become the 51st state...there's been talk of making this happen for decades now

US Virgin Islands, PR, Guam, American Samoa, Northern Mariana Islands (just north of Australia), plus six more islands in the Pacific near Hawaii are all US territories. You don't need a passport to go there, but you very well could get harassed by the TSA coming back from them.
