I said, this in a previous post. This is the failure of teachers to ignore kids that aren't giving 100%. The recourse a teacher ALWAYS has is grades. Why escalate a situation when you can simply record a grade that is reflective of the students behavior?

A fucking cop didn't need to be called. That goddamn teacher needs to be given the boot as well. This is not how students should be treated for simply not complying with an order when, they aren't disrupting the class, or endangering students.
