I think Peaky Blinders second season wasn't as good, I feel Ripper Street has got better over time. I really didn't enjoy the Elephant Man episode at all.
I just finished watching 2.5 eps of PB and wasn't really that impressed, it's getting better but some of the scenes the way they're shot are terrible. Some of the acting is not that good, and why is there rock & roll music playing in the background sometimes? This was fucking 1918! I usually give any series 5 eps before I make a decision, also the only thing similar between RS & PB is the time period.
