They ranked Drake that high because hes obviously above Wiz Kalifa, Big Sean, etc in terms of popularity right now but then according to you they escew this way of thinking for Rick Ross like hes special?

Lil Wayne has his own label and anything you're trying to apply to Ross right now for some false hope of credibility can be applied to Jay and Wayne on an even greater scale. Guess what? they didn't get in the top 2.

So what is it being played in the streets for one artist but popularity for everyone else?

What artists did Wayne & Jay sign in 2011? Ross signed two XXl freshmen that were both on the Hot list.

Can you name an artist within the last 15 years that secured a deal for his imprint on a separate Parent label while being signed to another one?

Songs like "Ima Boss", "That Way" "Tupac Back" and Self Made Vol 1 got heavy buzz and stayed on the charts.

The touring, the visuals, the branding, the endorsements, the views, followers, swag and intangibles.....All that added together.

If a rapper can be on Finnally Famous, Red Album, Shaolinn Vs Wu-Tang, Take Care, and C4 within the same year and say that he was on the top albums for every regional demographic....insiders would say he's HOT.
