you need a capture device. You could get a Dazzle Video Creator Plus HD for about $80 and it already has software to edit video bundled with it.
Personally, I have an old Matrox Mystique w/Rainbow Runner daughtercard for capture. The machine it's in runs Windows 98SE and the only reason I keep this dinosaur around is because it's one of the few capture devices made that completely ignored Macrovision copy protection that was used on VHS tapes.
