When Kanye starts rapping bout actual issues or even some story telling instead of rapping bout bullshit you can compare him to Pac. Kanye will never have better lyrics than PAc and that is not debatable.

For everyone saying Jay hurt the album I do agree but not for the reasons you do. I think he hurt the album because kanye was more influenced by jay then jay was by kanye. Kanye went the "money, clothes, braggadocio" route when most of his albums(excluding mbdtf) are a lot more versatile when it comes to subject matter.
