Spaceghostpurrp is from Florida though, he's just an ASAP affiliate, and has his own crew. But, I see what you mean as far as this music being dismissed as weird. However, this is the type of music that will be more prevalent in the coming years because "hood niggas" have the internet too, and they're exposed to things that in the early 90's most weren't exposed to. Right now, and in the future, hip hop will be a cultural gumbo, and it won't be about regions, but crews and labels going to war with rosters of people from ALL regions(i.e. YMCMB, GOOD Music, MMG and Roc Nation). Plus, independent artists will be more prevalent because the labels are only offering sucker deals and these teenagers are masters at social networking sites, and making their own T-shirts and other self promoting marketing techniques that come as second nature to them. Times are changing rapidly.
