not necessarily. the only strategery in not having Dwight start would be to maintain dominance in the center/paint, without any sort of drop off, when Shaq needs a break. Otherwise you start both of them, because no one should be able to guard either one of them in the low block one on one. Someone's getting double teamed, dish and dunk.
Sixers and Magic would be a great matchup though.
