No America is not set up to protect Black people, but with that being said this is probably the best place for most Black people.
Other countries particularly those with dictatorships and totalitarian type governments one will not be so free to express themselves nor speak about things they disagree with so openly like many of us do openly and in places like this very Internet forums we speaking in.
America has its problems but many other places in the world will not offer you the same liberties and freedoms to express who you are and your opinion.

If u only look at racial relations/violence then definitely us is NOT ideal for most black people
