Okay, Cain don't have a job & need money, so he can see his little girl. He was planning to stick up a store for change until Rafe saw him & prevented him to not do that stupid shit. Cain still telling Rafe he need money to see his daughter & if he can't do anything then he is going to attempt to rob a store. Rafe feel sorry for him & put him on to robbing people. I say all that to say this, if you need money (illegal money too) then why not sell weed, dope, pills etc? That's less risky in my eyes.
