Your extracts are limited, so just do it if necessary. You can get info on specialist locations by interrogating enemies. People like that should extract when given the chance. Some of the people you rescue will need to be Fultoned as well. Don't wanna run out behind enemy lines when you need it. You'll end up having to carry a body for your entire escape. You get 12 to start... i usually keep 6 or 4 to spare.
