The dude has built relationships with a variety of artists, has promoted himself and his brand, and is consistently responsible for putting out some of the biggest commercial hits of the year. I'm comparing his reign of doing that to Lil Jon's reign of doing the same, nothing more and nothing less.

If this was the 90s and you had a bunch of people like Clue and Flex doing that, you might have a point, but it's not. Over the past 2 decades the only people who have really made a killing doing that is Jon and Khaled. I don't know why this is so hard for you to understand.
