A lot of police officers are like that, they know and understand the law but they can't read or write. In fact, its not just police officers, there's a lot of people that are functionally illiterate; They can fill out a form like what you would need to fill out a form to get a driver's license or a job application but they can't write an essay if you paid them $1,000,000

That's not true. Some people can solve the rubics cube, rebuild a car engine from scratch and solve the most complex calculus equation, but they just can't read and write. Everybody's brain is wired differently. I don't know if you went to college or not but there people that take advanced levels of math but struggle with English Composition 101.
