It's not about heartwarming songs, its the messenger being respected by his peers, and all across the world. I doubt shook ones evokes that passion worldwide, who knows.

I know people who don't even listen to rap/hip-hop and they know who 2pac is.. the same way people who don't really listen to reggae know who bob Marley is. He is the icon of rap and you don't need to appreciate hip-hop or know anything about rap to like 2pac.

I can't think of any other rapper that well known for except eminem the legends are the ones who learn how to transcend the genre itself.
