Is Jay-Z's verse on "Ha" the worst guest spot on a remix EVER?

The Ha re-mix was on the rerelease along wit "Follow me now" and the "Hot boy remix" to Ha. I bought the album 4 months after it dropped in spring '99 and it was on there then.

Labels used to have a rule that their artists would only appear in "x" amount of videos in a certain time frame and they told Jay he had to do the video for Bluesteak and couldn't do the Mariah video for like 30 days. They said it on the Making The Video mtv for the Jay Z song and on Access Granted for the Mariah video on BET....
