Directing a project is part of what a producer does. What do you think he did to produce Ready to Die and Life After Death? He worked with Biggie to take his rhymes and turn them into songs with beats, concepts, and an overall direction.

They do make beats however these guys have made CLASSIC/ACCLAIMED hip hop joints and albums using full arrangements (orchestras, choirs & bands), musical instruments and sound engineering to be simply referred to as "beatmakers"
