I think if pac came out today he would not have the same impact that he did for us in the 90s. Kids on some other shit now. Now if pac never died I do believe that there are some big name rappers he would never have gotten of him and bigs shadow( considering biggie was still alive too)so all their proteges would never have made it and so on and so forth. The rap game would be different not necessarily better.

Yes there are alot of rappers who are spitting a positive message but there's none that could really do it and reach a success like him.
Pac was an influential rapper of his time because he knew how to change and adapt while still not compromising his message. Also he put soul in his music that's why his music remains timeless. As long as people still struggling and having hard times there will always be a place for a rapper like Pac. I think if he came out today he would still blow up but not have as big as of a following because his death really adds to his legend.
The closest comparison is dmx except pac would probably keep doing more projects and makin more classic material because he was a work-a-holic and not on crack.

LL Cool J, Bone Thugs, Luke and the Two Live Crew, and multiple other rappers had their best selling albums during the era of Tupac. Def Jam was a powerhouse label during his years of operation. And Master P begin his rise while Tupac was alive.
