Racks in plenty of dough for the powers that be. Why else would they not give a shit that the ones who come out are even more likely to end up back in? They would know its a waste of time. But its money in their pockets.

Russia is worse than us... but that about it...

we are currently entering the post-mass incarceration era... rehabilitation is a more cost effective paradigm...

the issue is that citizens have an irrational fear of crime... and politicians have used this to gain power...

our current tough on crime, general deterrence models do not work...

We are really a cake walk, they are universities for sure. One thing of note is that when they get out "rehabilitated" they are seldom welcome at their job if they can get one. Then comes the Masters Degree in "Criminology" and the temptation of making a quick lump sum.

I totally agree about the Russian Prisons "Gulags" in Siberia, Siberia ain't no damn joke.
 
i've never been incarcerated here nor have i been locked up abroad so i don't have any first hand knowledge on how to make a reasonable comparison.
