How long should an artist be signed before they release an album?

Sometimes it seems fans hear about an artist getting signed and if an album doesn't materialize we get upset

These labels need to do their research too. Why sign an artist that needs development? Kinda like what they did with soulja boy. Sign him off his Internet buzz, release his shit while he's still buzzing in the streets.

It sort of depends... Maybe they got signed because they already had an ill album on deck and just need promo, or maybe they are signed because they have talent but no quality material just yet.
