I also believe Biggie still had love for Tupac, Biggie wasn't scared to made a diss track he was just very wise about the situation.

I will say though Junior M.A.F.I.A wanted to respond to Tupac.
 
Another reason why Biggie probably couldn't respond, it may been bad timing. Tupac died a couple months after "Hit Em Up" was released and Biggie had just got his leg crushed 3 days after Tupac died. Biggie may have had a little bit of time to work but I think he working on his next album when that song came out.

He dissed him on the "The Ugliest" but Busta never put it on "The Coming" album cause he didn't get involved. "The Coming" came out in March 1996, so this was recorded before "Hit Em Up" was released.

Also, Big didn't have any beef with the West Coast. He was cool with Snoop and didn't want to burn any bridges.

Big wasn't about to jump out of the plane without a parachute the way 2Pac did.

Biggie wasn't completely happy. His bm was fucking is former friend and he just survived a accident that left him limping. He was also fatter then he ever was. Mark Curry said Biggie was planning to leave Bad Boy. He already had his own label with his man from the hood.

This is basically what it come downs to, Biggie didn't want to fuck with 2pac, he knew his fan base was too strong. Going at 2pac too hard at the time would have backfired and Biggie knew it. 2pac was already a legend by 1995, Biggie had a lot of love too but not as much as 2pac had at the time.

I'm a Biggie fan but 4 months of not dissing shows how scared Biggie was to go at him.

But that's how it was back then. Dudes took time to respond to diss tracks. Super Ugly was an anomaly.
 
I had Biggie as the GOAT when he was alive back in 1996 and even then I was shocked at how Biggie was scared to go at Pac. Shocked but not angry at Biggie, because I knew even in NY 2pac had a ton of supporters. NY artists (the more famous ones at least) chose Biggie over 2pac but from what I remember, 2pac had about an equal amount of support from the avg New Yorker.

2pac was doing movies and making deep records that commanded universal respect, Biggie knew going at 2pac would hurt his career, so he backed down. 2pac made extremely personal attacks at him though, so there's really no excuse for Biggie letting that slide on wax like that. Puffy took the beef more personal then Biggie did....

and to answer this thread, i think Big was scared of Pac. 95-96 Pac had momentum only a handful of artists ever had.
