To me the verse and the tone fit the beat perfect.

And it does fit a certain theme, A good and bad theme. Im reachin a bit here but I could be right, Ross clearly goes back and forth with good and evil.

The song is titled Devil in A New Dress.......Ross is clearly referring to the love of the Hustle......both good and bad. From Polk County to getting 2pac money twice over, Ross is basically detailing how he went from petty hustling to multi millions. The fact that he wrote this verse impromptu further adds to its greatness.
