tyrion obviously is also very intelligent, but he's far better strategist because he was given the opportunity to expand his base of knowledge ...and has constantly had to use his intelligence to out maneuver those bigger and stronger than he was
though the apple of twyin's eye, jamie was always the weakest link... he's the most short sighted... he rarely thinks before he acts... the lest ambitious ...allows himself to be manipulated by cersei

She would've fucked things up a long time ago if Tywin wasn't around to keep her in line.

One of the main themes of the books, show is what it means to be excluded from power: to be a woman, or a bastard, or a dwarf
Arya, Brianne, Cersei, etc are driven by the fact that they are born into a world where they cannot do or attempt the same things as men can
And while Cersei may be overly emotional, that doesn't mean she's dumb
Thanx in part to her gender she was never taught how to lead/rule and can only focus and succeed in small situations...that's her problem
And cersei is not completely to blame for the coming fall of the lannisters...jamie, tywin, tyrion have all played a big part
